摘要
实施基本建设项目全过程造价管理,可以促进高校对工程建设的管理和监督,提高资金使用效益。由于机制不完善,在实施过程中往往会出现管理不到位的问题,在一定程度上影响了实效性。本文通过构建高校基本建设项目全过程造价管理运行机制框架图,说明了高校参与工程造价管理的各部门间的关系,阐述了健全全过程工程造价管理的总体协调机制及项目建设各阶段工程造价管理强化机制的作用,分析了健全基本建设项目建设全过程工程造价审计机制的方法。以期通过机制的完善促进高校基本建设全过程造价管理有效运行。
The implementation of whole process cost management for capital construction projects in university can promote the project construction management and supervision, improve fund use efficiency. The management is inadequate to meet the demand in the implementation process because of the imperfect mechanism. This affected the effectiveness to a certain extent. The whole process cost management operating mechanism framework figure was drawn for construction project in university. The relationship was shown among the university departments participating in project cost management. How to to improve the overall coordination mechanism and strengthen project cost management mechanism for different construction phases were expounded. How ot improve the auditing mechanism of whole process cost management was analyzed for capital construction project in university. To promote the whole process of university capital construction cost management and effective operation, the mechanism is improved.
