摘要
突发事件应急管理作为一种特殊的公共管理,已经越来越成为全社会和各级政府亟待加强的重大课题。文章从现代突发事件的特征分析出发,阐述了政府处置突发事件应坚持的原则,并通过构建预控机制、决策机制等提升政府处理突发事件管理的水平,以期减少突发事件带来的各种损失。
Emergency management as a special public management, has become an increasingly urgent need to strengthen a major issue of the whole society and government.
