摘要
科研经费管理既是科研管理的一个重要环节,也是财务管理的一个重要方面。文章针对目前财政国库集中支付制度下的农业科研经费管理中存在的主要问题,提出了逐步完善财政国库集中支付制度的配套改革措施、加强财政国库集中支付制度对科研经费的财务管理功能等对策。
The management of scientific research funds is not only an important part of scientific research management, but also an important aspect of financial management. Main problems of management of agricultural scientific research funds under the current centralized treasury payment system were analyzed in the paper. Countermeasures were suggested, such as perfecting accompanied reform measures and strengthening financial management functions of centralized treasury payment system, etc.
