文中在简要介绍《国际海事组织履约规则》和《海事履约体系管理规则(征求意见稿)》的基础上,初步探讨了海事履约体系建设的主要思路以及海事履约体系的策划。
In addition to a brief introduction of the Code for the Implementation of Mandatory IMO Instruments, and the Provisions for the Control System for implementationof maritime mandatory instruments （Draft for comments）, the article discusses the main methods and planning of construction of the control system.
