摘要
交通基础设施是区域经济发展的重要条件,吉茶高速公路作为湖南省湘西州的重点工程,对于湘西州的未来发展有着重要意义。为了全面评价吉茶高速公路的社会效益,弥补现有评价方法在衡量高速公路区域经济拉动作用上的不足,引入系统动力学评价方法,建立区域经济发展与交通运输体系的系统动力学模型,通过对有无吉茶高速公路的不同情况进行模拟计算,得到两种情况下2012～2032年的湘西州GDP差值,并以此反映吉茶高速公路的社会效益。评价结果显示吉茶高速公路能稳定地使湘西州经济增长1%～2%,具有长期的区域经济拉动作用。
Transportation infrastructure is a primary factor stimulating regional economy development. As the pilot infrastructure project in Xiangxi City, Hunan Province, Jicha Highway is playing a significant role in its development. To make up for the deficiency of current assessment methods in measuring the pull effect of highway on regional economy, the method of system dynamics is adopted. The system dynamics model between regional economy development and transportation system is built. By stimulating and calculating the GDP difference values of Xiangxi City of year 2012-2032, social benefit of Jicha Highway is manifested as that it could stably promote regional economy development by 1%-2%.
