摘要
文章调研分析了美国、南非、澳大利亚、加拿大、印度等主要矿业大国金属非金属矿山安全标准的发展现状,总结了各国在制定实施安全标准方面的成功经验。针对我国金属非金属矿山安全标准系统性不尽完善、标准体系不尽合理、相关部门间协调性较差等问题,结合国外的先进经验,提出了服务标准与管理标准并重、将标准研制与法律法规制定紧密结合、重视标准的审查与清理等对策建议,以提高我国金属非金属矿山的安全标准体系的科学性和适用性。
The current developing situation of metal and nonmetal mine safety standards of the major powers have been investigated in this paper. The major powers include America, South-Mriea, Australia, Canada and India. Their advanced experience on safety standards is analyzed. In China, there are some problems referring to the systematieness, integrity and compatibility about safety standards of metal and nonmetal mine. Based on the analysis of the foreign experience and the domestic problem s on the safety standard s of metal and nonmetal mine, some countermeasures and suggestions are proposed, such as paying equal attention of service standards and supervision standards, the combination of service standard and supervision standards, paying more attention to the investigation. By the help of the suggestions, our safety standards on metal and nonmetal mine will be more scientific and applicable.
