摘要
对中国和四个欧盟国家的大学专利技术转移活动进行比较分析,在国际层面上对比了专利申请数量、专利授权数量、有效专利数量、专利许可合同数量和合同金额五个指标,提出我国大学专利技术转移活动应加强商业化的运作导向。商业化导向意味着大学对专利技术转移活动的高度重视,建立专业化的技术转移中介机构,健全相关的专利管理规章制度,也需要加强技术转移人力资源的管理,建立科研成果的商业化筛选程序,引入大学技术转移成本考核体系,实施专利许可的国际化战略。
This paper analyses the university patent technology transfer activities among China,U.K.,Denmark,Spain and Italy comparatively.Five indicators including the number of patent applications,patent granted,valid patents,license contracts and the revenues are selected to compare at the international level.It proposes that university patent technology transfer activities in China should strengthen commercialized operation.The commercialized operation requires the attention to patent technology transfer activities from the universities,building the specific technology transfer intermediaries,launching rules and regulations relevant to patent management,strengthening the management of technology transfer human resources,inserting the commercialized selecting procedure for scientific achievements,introducing the evaluation system of university technology transfer cost,and carrying out international strategy of licensing activities.
