摘要
水污染物排放总量控制与浓度控制是水质达标管理的前提.结合水污染物总量控制的发展进程,对理论完善、实施应用、深入探讨3个阶段的进展及特征进行了阐述.对污染物总量控制实施中的入河控制、总量分配相关技术细节进行了介绍,并给出了实施总量控制的优点.最后,给出污染物总量控制的实施意义.
The discharge total control and concentration control of water pollutant are the basis for water quality management.By virtue of the development process of carrying out water pollutant total control in China,the progress and characteristics of three phases such as theory perfection,application and deep discussion were expounded.The control in entering the river and total allocation in implementing water pollutant total control were introduced,and the merits of implementing pollutant total control were given.Finally,the significance of carrying out pollutant total control was described.
