摘要
文章首先考察了当前中国的东亚区域一体化战略所取得的成就及其反应,进而分析了中国推动地区多边进程所面临的各种制约,以及过早、过急地推动这一进程所可能导致的诸多负面影响。文章认为,中国所推动的区域多边进程已经为其发展与其他东亚国家的政治经济关系打下了良好基础,下一步的主要任务应是扎扎实实地发展与这些国家的双边关系。中国不应该为自己的东亚区域一体化战略制定过高的外交目标。
This article first reviews the successfulness and responsiveness of China＇s strategy for regional integration, and thereby analyzes limitations that China faces in promoting regional multilateralism. It argues that premature or overly urgent efforts to advance integration could lead to a series of negative outcomes. It further argues that the process of regional integration that China has promoted has already created a strong foundation for China＇s development and for political-economic relations for other East Asian states. The next major task will be to build a strong b/lateral relationship with these countries. China should not set overly high diplomatic objectives for its strategy to advance East Asian integration.
