摘要
服务型政府是一种全新的政府治理模式,也是我国政府转型与行政管理体制改革的目标。公民社会在构建服务型政府中发挥着重要的推动作用。改革开放以来,我国的政治、经济和文化环境发生了转变,一个相对独立的公民社会慢慢成长起来。本文以公民社会为视角,分析了公民社会在服务型政府构建过程中的功能定位,在此基础上,提出了培育公民社会,构建服务型政府的路径选择。
The new public service theory maintains that the service-oriented government, as a new governance model, is the major target for government restructuring and administrative reform. Civil society plays an important promoting role in building the service-oriented government. Since the reform and opening up in China, the political, economic and cultural environment has changed, and a relatively independent civil society has been evolving into existence. The present paper, based on the civil society theory, analyzes the function of civil society in the construction of serviceoriented government and proposes the paths for fostering civil society and building service-oriented government.
