摘要
"两分两换"土地流转政策,自2008年由浙江省嘉兴市首次提出并取得成效后,一直作为土地流转及城乡统筹规划的典型,受到各地县市的效仿。然而,长期以来的城乡二元机制使得这项新政策的实施受到诸多因素制约,尤以缺乏流转配套机制最为突出。本文以湖南省涟源市龙塘镇试点调研为例,探讨目前该政策流转机制所存在问题并提出供参考解决方案。
An Empirical Study of the Land Transference Mechanism Supportive of the ＂Two Separations and Two Exchanges＂ Policy Abstract： Currently, the ＂Two Separations and Two Exchanges＂ Policy has been a typical mode of land reclamation and readjustment in the urban-rural overall planning, ever since its budding success in the city of Jiaxing, Zhejiang Province. However, its implementation has been hindered due to the longexisting urban-rural dual mechanism; one of the leading hindrances is inadequacy of the supportive transference mechanism. The thesis analyzes the materials collected in Longtang, Lianyuan, Hunan Province, explores problems in the current land transference mechanism, and then proposes suggestions for reference.
