摘要
公共危机中必然需要政府协调。公共危机中政府协调因为其特殊情景性,在协调形式、协调内容等方面存在特殊性,这取决于危机周期和危机危害程度,同时受政府协调结构分化的影响。公共危机爆发后,政府协调启动,公共危机危害程度决定了政府协调程度,同时政府协调程度也随着公共危机周期的演进而变化。政府协调各主体的组织结构差异和运行结构差异影响公共危机中政府协调在目标和手段、权利和权力、信息和资源等层面形成的互动关系和行为模式。这一切构成了公共危机中政府协调的内容。
Government coordination is indispensable in public crisis. Due to its special characteristic of situation, government coordination in public crisis has its special feature in the form and content of coordination, which depends on the crisis periods and degree of harm crisis, and influenced by differentiation of government coordination structure as well. With the eruption of public crisis, the government coordination launched. The harm degree of public crisis determines the level of government coordination, meanwhile the level of government coordination also changes with the evolution of public crisis cycle. Government plays the role of coordination in the differences of organizational structure and operational structure, which affects the interaction between form and behavior patterns in the public crisis in the government objectives and means of coordination, rights and power, information and resources to other aspects. All this constitutes the content of government coordination in public crisis.
