摘要
国家"十二五"规划纲要明确提出推进"京津冀区域经济一体化发展"、"打造首都经济圈",意味着"首都经济圈"已经上升为国家层面的发展战略。"首都经济圈"战略既延续了京津冀区域统筹协调发展的理念与思路,又突显了首都的地位和作用,即围绕首都功能的实现和首都资源的辐射带动来推进区域协调发展。新形势与新背景下,河北省环首都地区与北京的协调发展在发展模式、空间布局、产业协作、生态保护、协作机制创新等方面需给予重点把握。
The Twelfth Five-Year Plan outline has put forwards to improve the ＂coordinated regional development of Beijing,Tianjin and Hebei＂,and to ＂building up Capital Economic Circle＂,which means that the ＂Capital Economic Circle＂ has risen to be a national development strategy.The ＂Capital Economic Circle＂ strategy not only extends the concept of regional coordinated development,but also highlights the status and role of the capital,that is,promoting the coordinated regional development through the implementation of capital function and the radiation of capital resources.Under the new background,emphasis should be paid on the coordinated development between Beijing and surrounding regions in Hebei including development model,spatial layout,industry collaboration,ecological protection and coordination mechanism innovation etc..
