摘要
本文介绍了《国际安全与环保拆船公约草案》(以下简称公约)的产生及公约目前的状态和存在的问题,并在此基础上提出了具体建议。拆船公约旨在为全世界制定一个安全、环保、健康的船舶拆解标准,由于公约规定范围的特殊性,公约的一些原则性问题,如强制审核、非缔约国拆船厂等至今还没有解决。考虑到公约的特殊性,建议国家有关主管机关采取积极措施应对,并加强对拆船等行业的监管力度。
This article summarizes the ＂International Convention for the Safe and Environmentally Sound Recycling of Ships ＂（hereinafter referred to as the Convention）,the current state of the Convention and the existing problems,and on this basis puts forward relevant opinions and suggestions.Ship Recycling Convention aims to develop a safe,environment friendly and healthy world standards of ship dismantling,but some principle issues,such as mandatory audits and ship-breaking yards in non-party states have not been resolved because of the special provisions of the Convention.Taking into account the special nature of the Convention,this paper proposes that the state authorities take positive measures to strengthen supervision on ship breaking industries.
