摘要
新颁布的《中小企业划型标准规定》首次把微型企业划分为一种独立的企业类型。重庆率先提出了扶持微型企业发展的重大战略举措,这是基于微型企业在社会经济结构中的地位、重庆发展的战略定位和重庆经济社会发展现状所决定的。应构建全方位的微型企业服务体系,建立微型企业孵化基地,打造微型企业融资服务平台,简化微型企业申办流程和纳税管理制度,重点扶持具有较大市场潜力和技术创新能力的微型企业发展。
It is the first time that the micro-enterprise was treated as a separate type of enterprise according to the newly promulgated Small and medium-sized enterprises designated type standard. Chongqing first proposed the strategic initiatives to help the growth of micro-enterprises which was due to the unique role of micro-enterprises in the social-economic structure, the strategic positioning for the development of Chongqing, and the status quo of the social and economic development in Chongqing. To help the development of micro-enterprises, Chongqing municipal government should construct an all-round service system and establish some incubators for the growth of micro- enterprises. They should also create a platform for financial service of the micro-enterprises and simplify the bid process and tax management. Most important of all, they should make every effort to support those micro-enterprises with great market potential or with the competence for technology innovation.
