摘要
小农生产模式的衰落使城乡差距继续扩大，也使粮食安全问题日益严重；土地的政府垄断不仅造成房价畸高，物价上涨，而且影响了农民的城市化进程，激化了社会矛盾。因此，只有让农民拥有完全的土地产权，才能加快农业的现代化转型，有效缓解国家粮食安全危机，使房价回归合理水平，并加速农民的城市化进程，从而有效化解社会矛盾，实现城乡一体化的和谐发展。
The decline of the small-scale peasant production mode has resulted in the enlarging gap between the rural and urban area, and deteriorating grain security. The government monopoly land resources has led to the extremely high house price and inflation, affected the farmers＇ urbanization process, and worsened the social problems. Only by granting the farmers the complete land right wiU it be possible to accelerate the agricultural modernization, relieve the national grain security crisis, bring the house price down to the reasonable level, and speed up the farmers＇ urbanization process, so as to resolve the social problems and realize the harmonious and coordinated development of the urban and rural area.
