摘要
总结了国内外大都市郊区发展和新城建设的经验,梳理了上海城镇体系建设的区域背景、发展机遇和面临问题,提出了在"新形势"下构建以不同区位导向与战略层面需求为目标的"一核双轴多心"的城镇体系格局;阐述了上海以新城和重要新市镇为建设重点的市域城镇体系调整内涵,并具体讨论了政策法规、设施建设及轨道交通导向等实施策略.
The paper presents a summary of the experience of metropolitan development both international and domestic,and an analysis of Shanghai＇s international status,regional background and development opportunities as well as a review of the effectiveness and the problems of suburban development in the past 10 years.Based on a comparison and an analysis,the paper puts forward a new spatial pattern of Shanghai＇s suburban development with a nuclear,two-axises and multi-cores.The adjustment content of urban development is proposed to be focusing on new towns and major townships.Finally,the paper presents the specific approaches including legislation and institutional building,public facility provision and rail-transportation-oriented development and so on.
