摘要
加大财政支出中民生投入的比重,是近年来国家财政支出的新趋势。然而黔南财政并未紧跟这一时代要求,多年来财政支出中民生投入的比重并没有明显的提高。原因主要有两个:一是计划经济的体制惯性的影响,二是黔南的经济发展水平低,财政力量不足以承担大幅度的民生投入。要改善黔南公共财政的民生投入状况,建议一要发展非公有制经济,压缩投向公有经济单位的基本建设支出;二要转变政府职能,压缩行政管理支出;三是要提高财政收入占地区GDP的比重,以提高财政收入对民生支出的承担能力。
n recent years, It is new trend of national fiscal expenditure that increasing financial expenditure proportion on people＇ s livelihood. However, Qiannan financial has not followed this times request. The proportion of people＇ s livelihood in fiscal expenditure no obvious improvement for years. There are two main reasons. The first is the planned economy system inertial impact. The second , Qiannan economy is backward. Its financial strength not enough to take the peopler s livelihood greatly input. For improving the status of people＇ s livelihood input of Qiannan public finance, There are two suggesting. 1. Developing the Non-state Economy, for reducing the capital expenditures which input public sector spending; 2. Transformation of government functions, for reducing the administrative expenses; 3. Improving the proportion of financial revenue in area GDP, in order to improve the affordability of financial revenue on people＇ s livelihood.
