摘要
城市群是城市化发展的主导模式,其低碳化发展,对解决温室气体排放造成的全球气候问题具有重要作用。标准体系是城市社会低碳发展各相关领域技术标准的有机整体,是指导、协调低碳技术标准化与各领域子标准体系建设的重要依据和蓝图,对系统地推进低碳发展具有重要意义。文章以长株潭城市群为例,提出区域低碳标准体系的基本构想、建设路径、重点和步骤、目标,并勾画了长株潭城市群低碳化发展的基本指标,为城市群管理和决策提供有效参考。
City group is the predominant pattern of urbanization. Its "low carbon" development plays an im- portant role to tackle the problem that greenhouse gas causes global warming. The standard system is the urban social areas of low-carbon development in the relevant technical standards for organic integrity. Low-carbon economy guide and coordinate standardization of low-carbon technologies and sub-standard system creation in all areas. The system is significant to promote low carbon development. In this paper, we take Chang- sha-Zhuzhou-Xiangtan City Group as an example to discuss the standard system of low-carbon city group. The content proposes the basic concept of building the path, focus, steps and goals. It also outlines the basic indicator of Changsha-Zhuzhou-Xiangtan city group' s low-carbon development and provides effective reference to manage and make decisions of city group.
