摘要
泛北合作是一种以政府为主导的跨国界、跨省域的次区域经济合作形式,是一种以利益为核心的合作博弈,主体的多元性和利益诉求的多元性导致博弈的复杂性。为此,寻求利益共同点,克服政府合作中的政治、经济、文化差异等阻碍因素,通过构建政府合作机制,打造政府间无隙缝的合作平台,最终实现泛北经济一体化建设。
PBG economic cooperation is a form of sub-regional international and inter-provincial economic cooperation led by government. It is also a cooperative game with the profit as its core. The diversity of partners and interest demands lead to the game complexity. Therefore, common interests should be sought in cooperation, overcoming obstacles such as political, economic and cultural differences, building intergovernmental cooperation mechanisms and a platform for smooth cooperation. Thus, economic integration in PBG can be achieved.
