摘要
以实证研究为基础 ,应用最新的资料整理和比较分析方法 ,重点研究美国教育考试服务处 (AmericanEducationalTestService ,简称ETS)在全球及中国实施这一考试项目的国际人才竞争的功能。研究结论是 :该项考试已不是一项单纯的语言考试 ,而是一项每年为美国从全球 60 0多万考生中选拔几十万优秀人才输送到美国的人才竞争手段 ,使本来高层次科技人才就多的美国人才更多、更为丰富 ,使本来军事、经济、科技、教育就相当强大的美国更强大。美国ETS已成为从全球延揽人才 ,为美国进行国际人才竞争战略的重要机构。美国ETS考试这种十分隐蔽但相当有效的人才竞争中的战略性功能 ,不仅值得我国学习 。
The concrete examples,collected new datas and comparative research methods are used. It observed how American TOEEL is playing a very important function in the international talents contest,and analysed how the American ETS is collecting all kinds talents from the world. The conclusions is that TOEFL is not only a language test,but also an important measure to collect or choose a number of excellent talents from all countries in the world for America each year.In this way,TOEFL makes America to become stronger and stronger in the army,ecomomics,science,education and many fields;ETS is a very important strategical organization in the international talents contest for America;We must have a vigilance on ETS which works under cover and has strong function to collect talents from China.
