摘要
现行建设项目环境影响评价主要是评价污染物产生后对环境的影响,更侧重于环境的末端治理,无法将污染控制与生产过程紧密结合,不能在生产过程中充分利用资源与能源。清洁生产的污染预防思想是一种"源头控制"的环境战略。在环评中引入清洁生产不仅可促进环境影响评价进一步拓展和深化,避免环境影响评价失去真实性、有效性;同时,促进清洁生产在工业企业的推行。
Current construction project environmental impact assessment was used to assess pollution impact on the environment after the election,more focused on the environment,the end of treatment,pollution control can not be closely integrated with the production process,not in the production process full use of resources and energy.Cleaner production pollution prevention idea was a ＂source control＂ of the environmental strategy.In the introduction of clean production and environmental impact assessment in environmental impact assessment was not only promoting the further expansion but aslo deepening of environmental impact assessment to avoid the loss of authenticity and effectiveness,and promoting cleaner production in industrial enterprises in the implementation.
