摘要
经济发展中的资源消耗及其导致的环境变化是两型社会建设关注的重要问题。本文利用面板数据分析方法分析了1978-2008年间中国煤炭消耗对污染排放的影响。研究表明,在不同区域,煤炭消耗对不同污染物排放的影响各不相同,经济发达地区如华东、华北、华南地区,煤炭消耗对各项污染排放的影响要高于对华中、西北、西南等经济欠发达地区的影响,但总体而言,煤炭消耗对废气排放的影响最为显著。本文还从区域经济发展的角度,对引起煤炭消耗变化的因素进行了讨论,发现了产业结构与地方政府对经济的干预在引起煤炭消耗增长中的显著作用。因此,要进一步实现节能减排,必须以煤炭消耗及其消耗动因为依据,不断明确和分解不同区域不同污染排放的控制目标,优化区域产业结构和能源结构,发挥政府干预在能源消耗上的积极作用,构建区域能源合作的体制机制,并通过政策激励促进煤炭资源清洁化利用。这将对中国经济社会的可持续发展产生积极的影响。
Against the great background in which the economic development gets into a pattern of transformation and resources saving and a proenvironmental and harmonious socialist society is building up in China,this paper analyzed the influence of China＇s coal consumption on polluting emissions from 1978 to 2008 by adopting the panel data analysis method.The studies show that although coal consumption has different characteristic effects in regions on the emissions of different pollutants,the influence of coal consumption on polluting emissions in East,North and South China are higher than that in Central,Northwest and Southwest China.On the whole,coal consumption is most remarkable to the exhaust emission.Consequently,the paper also discussed the factors that result in the changes of coal consumption from the angle of the development of China＇s regional economy,and discovered that the prominent function of industrial structure and local authority intervention in the economy play a notable role in the grouth of coal consumption.Therefore,in order to further realize energy-saving and emission reduction,China needs to define and decompose the controlling targets of different pollutions in different regions,optimize the regional industrial structure and energy structure,give full play to the positive role of government intervention in energy consumption,construct systems and mechanisms for regional energy cooperation,and promote the clean use of coal resources tbrougb policy stimulation,on the basis of coal consumption.All these will provide positive influence on the economic and social sustainable development of China.
