摘要
公民参与作为社会民主的重要内容,在全国逐次推广新型农村社会养老保险试点范围之际,也是农村居民参与新型农村社会养老保险建设的必经之路。文章从公民参与理论出发将农村居民及政府视为新型农村社会养老保险的主体,探讨其在制度建设过程中的问题及解决途径。
Public participation is the main element of social democracy.In China,a new rural social pension policy is being executed successively in some pilot areas,which is going to lead to the establishment of a gross benefited rural social pension system.The paper analyzes that from the prospective of public participation,rural citizens and local authority should be the impellor of the new policy.It goes on to examine the problem arising in the establishment of the new rural social pension system and puts forward solutions.
