摘要
在分析海洋与人类活动的关系基础上,着重对以功能形式服务于人类的海洋环境容量的环境资源属性及其价值量的形成和影响因素等作了分析与探讨.结果表明,海域水环境容量的价值取决于自然、社会、经济及科学技术水平等诸多因素,但在特定的社会、经济及科技条件下,其大小与海域水环境容量资源的资源量成正比.本文还以厦门西海域为例,介绍如何运用市场价格信息对于某一特定的海域其已知的环境总容量的价值进行初步的货币化评估.本文的结果将为海域环境容量有偿使用的收费计量提供理论依据和简单实用的方法.
The sea environm entalcapacity w hich serves m ankind w ith its inherent function is em phasized on the basis ofanalysing the relationship betw een ocean and m ankind′s activity. The environm entalresource properties ofthe sea environm entalcapacity are analysed and the contributing and affecting factorsforits valueare discussed. The resultsindicates that the valueoftheseaw aterenvironm entalcapacity dependson m any factorssuch asnature, soci- ety, econom ics, scienceand technology, butisin directproportion to the quantity ofthe capac- ity resource underspecified social, econom ic, scientific and technicalconditions. As an exam - ple, Xiam en Western Bay isdiscussed, and the m ethod how to apply theim form ation ofm arket price to prelim inarily evaluate the know n totalenvironm entalcapacity forthespecified sea area is introduced. The results provide theoreticalbasis and a sim ple, practicalm ethod for the cal- culation ofthe pay for use ofcoastalsea w aterenvironm entalcapacity.
