摘要
财政收入和支出对居民收入的影响是直接和巨大的。不合理的财政收入和支出会阻碍居民收入增长,加重居民支出负担。针对这一问题,需采取提高国有企业资本收益收取比例、完善分税制度、降低税收和减少收费、完善各层次的分配体制、加大各种补贴力度和拓宽居民收入渠道等措施,从而保证居民收入的合理增长和公共财富的合理分配。
The change of fiscal revenues and expenses has directly and enormous influence to the residents income.And unreasonable financial revenues and expenses will hinder the speed of residents＇ income growth and will aggravate residents＇ expenditure.According to this problem,we should take measures to enhance the return on capital of state-owned business.And we should take measures to perfect the system of tax distribution,reduce the revenue and the fee,perfect the distribution system at all levels,increase various subsidies,broaden income channel of residents.We should also take measures to guarantee the stability of the price level and ensure the reasonable growth of residents and the reasonable distribution of the public wealth.
