摘要
本文基于1992年到2009年的数据,研究了三峡库区的就业结构偏差问题,发现三峡库区就业结构偏差呈扩大趋势,已严重影响了三峡库区农业产业结构调整和农业现代化步伐,并使库区农村长期处于贫困落后状态。从制度、政策和人口素质等方面,探讨了就业结构偏差大的原因。从优化库区城镇体系、统筹城镇基础设施建设、突破城镇发展体制和资金瓶颈等方面,提出了加速三峡库区城镇化进程的政策建议。
Based on the data of 1992 to 2009,this paper analyzed the employment structural deviation in Three Gorges reservoir area.It found that the problem is becoming serious,which impacts on the agricultural adjustment and modernization,and the rural district of Three Gorges reservoir area would be remain in a permanent state of poverty.At the aspects of the system,policies,the quality of population,this paper researches on the cause of the problem.It proposes policy suggestions for accelerating the urbanization by optimizing urban system,planning the infrastructure construction as a whole,and breaking for a new developing system and financing methods.
