小城镇污水治理、激励机制与政府行为——以浙江省为个案的研究 被引量：2

摘要 新型城市化背景下,小城镇建设被赋予了更高的战略地位,污水治理作为小城镇重要的公共产品必须改变过去低标准的治理模式。通过对浙江省小城镇污水治理的调查与研究发现,小城镇污水治理的失效与政府系统内部的激励制度有着密切的关系,推动小城镇污水治理的深层逻辑是一条中央-省-市-县(区)-镇的激励链条,而地方官员晋升考核制度和行政逐级发包制在其中扮演着关键性的角色。改进小城镇污水治理的对策应当首先在激励制度上加以完善。
