摘要
本文按法律效力高低,对我国特种设备法律法规体系的构成进行梳理,分别从使用单位、监察机构、检验机构的角度对法规在特种设备安全管理中的作用进行分析,结合特种设备检验工作实践,提出了完善素材、三级学习、集中宣贯、网络学习和评估反馈等五个环环相扣的学习途径,并逐一进行详细论述,最后提出机制化建设等完善学习效果的展望与建议。
According to the effect of regulation,this article classes the structure of the special equipment regulation in China,then analysis the function of regulation in the special equipment security management from the point of view of the corporation,government and inspection institution. Based on the practice of special equipment inspection,the article brings forward 5 carriers and methods to learning special equipment regulation which includes material improvement,3 degree study,collecting study,network study and feedback evaluation as well as makes detail discussion one by one.Finally,the author puts forward some expectations and suggestions such as mechanism build etc.
