摘要
住宅供给分优质住宅和普通住宅,市场经济条件下的收入分配两极分化并不足以确保中低收入者能够支付普通住宅的市场价格。以租代买是针对公共租赁市场而非商业租赁市场而言的。中国住宅市场问题的核心在于,土地财政将普通住宅的价格抬高到中低收入阶层无法支付程度的同时,有意忽视公共租赁市场的建设和完善,普通住宅的刚性需求和社会属性被人为忽视。买不如租是对土地财政的妥协,是偷换概念,也不可行。中国住宅市场的健康发展必须建立在消费者可支付普通住宅的基础上。
Housing market includes good housing and common housing, under market economy income inequality could not guarantee anybody afford common housing. "Buying being replaced by renting" refers to not commercial rent market but public rent market. The core problem from Chinese housing market is land finance raises common housing price too high to afford for middle - and - low - income residents and constructing and perfecting of public rent market is neglected so that social nature and inflexible demand of common house is ignored. Insisting on "Buying is poorer than renting" is yielding to land finance which is wrong and not feasible itself. Chinese housing market' s stable work should be based on housing price being affordable for consumers.
