摘要
快速发展的城市轨道交通（以下简称“城轨”）引领全球各大城市进入了风驰电掣的轨道时代。城轨已对各大城市经济社会生活产生越来越广泛和深远的影响。然而，与城轨广泛而深远的重要影响不相协调的是，社会各界对发展城轨事业还存在较多的分歧或模糊认识。比如：对城轨项目如何定位？城轨项目是否具有盈利模式？城轨项目的正外部性是否应部分地予以内部化，如何内部化？香港、新加坡两地城轨项目的盈利模式是否可以复制？如何科学评估城轨项目的经济可行性？如何科学确定城轨项目的投融资模式？等等。
The rapidly developed urban rail transit （URT） has lead global metropolises into an era of swift railway transport, which has significantly changed urban economic and social life with far-reaching influence. However, the various discrepancies and the dim consciousness about URT development among various circles of society are inconsonant with the significance of URT development. Such as the following problems： how to define URT project？ Is there any profitable mode in URT project？ Shall the positive externality be partly turned to internality, and how？ Is it possible to copy the profitable modes of URT projects in Hong Kong and Singapore？ How to evaluate scientifically the economic feasibility of URT projects？ How to decide.a financing mode .scientifically？And so on
