摘要
环境是一种资源，是一种生产要素，保护环境是力求对环境资源的高效利用，而企业污染成本外溢使企业滥用环境资源，造成污染泛滥。作为一种市场方法，排污权交易制度可以有效抑制污染成本外溢，实现环境资源的优化配置。提出了在我国建立排污权交易制度的政策建议。
Since the environment can be considered a kind of resource and an essential production factor, pollution of cost overflow maybe considered the main reason for serious pollution. In using a market method, the transaction of pollution rights is shown to play an important roll in the optimization of the use of environmental resources. In addition, several policies are suggested for the implementation of the transaction of pollution rights in China.
