摘要
为分析评价道路危险品运输管理政策的实施效果,基于我国道路危险品运输管理现状,建立道路危险品运输的系统动力学模型.综合分析法规、行政、经济等3种管理方式,提出减免合法危险品运输企业营业税的政策建议,并对政策实施效果进行模拟.模拟结果表明:在该项政策的支持下,合法运输企业可以提供更具竞争力的价格,最终达到降低危险品运输事故率的目的.
In order to analyze and evaluate the implementing effect of road hazardous materials transportation management policy, the system dynamics model of the road hazardous materials transportation is established based on the situation of the road hazardous materials transportation management in China. Three management modes, including legislation, administration and economy, are analyzed synthetically, and the policy that reducing business tax for legitimate enterprises is recommended, and implementing effect of the policy is simulated at the same time. The stimulation results show that legitimate enterprises can provide competitive prices under the support of this policy, and attain the goal of cutting down the hazardous materials transportation accidents.
