摘要
"从地方政府管理转向地方治理"改革浪潮的兴起,意味着地方政府理念的重塑、角色的转变和权责的重构。转型时期我国地方政府治理理念的缺失、治理目标的偏差、治理体制的弊端和治理力量的不足等因素阻碍了我国地方治理实现进程。地方政府应当以科学发展观为指导,树立科学治理的主体观、价值观、权力观和体系观来实现地方治理模式的转型,实现区域善治与和谐发展。
The shift from local government supervision and governance to local governance implies that local governments need to remold their concepts and ideas,reconstruct their roles,rights and liabilities.In this transformation period,the realization of local governance is hindered by deficiency in the local governance awareness,deviation of the governance goals,and malpractices in governance system.To realize the transformation of local governance mode and achieve good local governance and harmonious development,local governments should take the scientific outlook on development as the guideline to establish their scientific outlooks on values,power and governance system.
