摘要
20年前 ,我国首部《环保法》颁布时 ,有关部门提出我国不能走发达国家“先污染 ,后治理”的老路。其实 ,当时我国的环境并非净土。 2 0年来 ,我国的环境污染持续加剧 ,由城市和工矿区扩大到广大农村 ,造成多个整流域的水污染和更广泛的空气污染 ,酸雨、生活垃圾和工业固体废弃物成灾 ,许多地域的污染到了非治理不可的程度 ,事实上已经是先污染后治理了。提出依法污治污 。
