摘要
本文通过分析政企不分的产生原因，国有产权和私有产权下公司所有者的目标差异及自负盈亏的可能性等．得出公司制对解决国有企业政企不分、负盈不负亏等问题基本无效的结论，并提出了一套解决上述问题的思路。
By analysing the reason for no - distinction between politics and administration in state - owned enterprises as well as the target diversity of the company's possessor under the public property right and the private property right together with the possibilities of taking full re sponsibility for own profits and Losses . This paper concludes that it is basically invalid for the company system to solve the problems of nodistinction between politics and administration in state - owned enterprises and only taking full responsibility for the profits , not for the losses. Besides , a train of thoughts to solve the problems mentioned above is put forward by the author in this paper .
