摘要
本文探讨了社会问责过程中作为问责客体的公共部门与问责主体的公众之间公共信息供给与需求的问题,运用社会问责理论构建了以公共信息供给为主轴的社会问责体系,围绕该体系对当今中国社会问责案例展开分析,认为只有公共部门向公众或社会团体提供及时的、完整的、有效的公共信息,才能避免被问责或减少被问责的频度,据此给出了几点启示。
This paper discusses the supply and demand of public information between public sectors as the object of social accountability and the public as the subject of social ac- countability, and establishes a social accountability system which is centered on the supply of public information. After the case study of social accountability in China, it holds that public sectors will avoid being called to account or reduce the frequency of being called to account only when they provide the public or social groups with timely, complete and effective public information. Then based on the analvsis, it gives some suggestions.
