摘要
公有医疗机构数量较多,但布局不当,有些地方供大于求,人浮于事;有些地方机构较少,资源短缺。为了使公有医疗机构布局合理,发挥主导作用,必须进行改革。要调整机构,关停并转减一块;要精干机构,活化产权放一块;要优化机构,重点抓好保一块。有利于合理配置卫生资源;有利于集中财力保“主体”;有利于分流一部分人员。但必须具备一定条件才能改革。要解放思想,更新观念;要政府重视,政策配套;要着眼整体,顾全大局。
Reforms of public hospitals are overviewed in retrospect and prospect from perspectives: overall, regional, local development plans adapting to socio-economic, Sci-Tech, cultural progresses in broader sense; spatial and structural rational distribution and arrangements; expanding and improving the capacity and functional efficiency of hospitals to have additional infrastructure, space, professionals, equipment, drugs, information; flexibility in applying health resources in hot only improving the functional efficiency and accessibility of services, but also in bringing underserviced populations within easy reach of health care;decrease and prevention of urban and rural disparities,intra-urban spatial disparities,gap between the poor and the wealthy in accessing better health and health care; well placed public hospitals for them to work with community health units, GPs and other health personnel to provide integrated, high quality health services at a relatively low cost; developing diversified forms of well-funded and properly functioning public health service sector as dominant part, supplemented by private service sector; creating benefits from open and constructive relations between them , knowing where their roles differ and where they may complement each other; better understanding and handling of complexities of all mentioned aspects contribute importantly to the development of a fair, cost-effective, efficient health care system.
