摘要
本文阐述了我国海洋经济中三次产业结构的演进规律:即从最初的"一、三、二"的产业构成,经过"三、一、二""、二、三、一"演进阶段,最终形成三、二、一"的结构类型;近年来,使海洋三次产业协同促进海洋经济发展。从海洋经济总量、产业发展格局、产业结构,分析了我国海洋产业发展概况,同时指出了我国海洋经济在产业结构、海洋高新技术产业、增长方式、海洋科技人才等方面存在的问题。提出了完善现代海洋产业服务体系,构筑高效的科技与管理平台,引进和培育海洋科技人才,引导海洋产业内部专业化分工,注重海陆产业联动发展的对策。
The three times industry adjustments in marine economy has its evolving law,from the initial＇first,third,second＇ industrial composition,then＇third,first,second＇,＇second,third,first＇ stage of evolution,and finally the formation of ＇third,second,first＇ structure type.This makes the three times industry adjustments jointly promote the development of marine economy.This essay analysis China＇s contemporary marine economy development,meanwhile points out China marine economy＇s problem in industry structure,high-tech marine industry,growth pattern and skilled worker in marine technology.Solutions will be given on improving modern marine industry service system,establishing high efficient platform for technology and management,bringing in and training for skilled workers,promoting professional specification within the marine industry and focusing on marine-land industry＇s joint development.
