摘要
从乡镇运作的角度来看,"庄里公家人"在乡镇"争资跑项"和应对上访事件中发挥了重要的功能与作用。在乡镇运作中,"庄里公家人"成为乡镇借以获取财政资源的助力器,以及化解各类上访事件的"灭火器",是乡镇借助的一种不可或缺的非正式资源。"庄里公家人"在乡镇运作中的作用表明,乡镇既缺乏获取财政资源的制度化渠道,又缺乏化解上访问题的制度化治理技术。
The paper presents the functions of ＂officials growing in a village＂ in striving for funds,requiring projects and coping with petitions events from the perspective of operation of villages and towns.In the operation of villages and towns,＂officials growing in a village＂ becomes the booster of access to financial resources,the ＂fire extinguisher＂ of resolving various types of petitions,and is essential and informal resource of villages and towns.The functions of ＂officials growing in a village＂ show that villages and towns lack institutionalized channels of access to financial resources and institutionalized control technology of coping with petitions events.
