摘要
党的十七届五中全会进一步强调要"发展壮大县域经济"。政协工作首先要认识加快发展县域经济的重要性和紧迫性,切实增强责任感和使命感。其次,要从推进思想解放、提高管理水平、创新资源环境、培育人力资源四个方面明确工作思路。第三,提出从深入学习科学发展观、服务发展第一要务、坚持以人为本、突出团结民主两大主题和加强政治文明建设五个方面,突出人民政协在发展县域经济建设中的作用。
The Fifth Plenary Conference of Seventeenth Central Committee of the CPC put a further stress on ＂developing and strengthening the county＇s economy＂.First,the job of CPPCC is to understand the importance and urgency of speeding up the development of county economy and conscientiously strengthen their sense of responsibility and mission.Second,the job concepts must be cleared from such four aspects as liberation of ideology,improvement of management level,innovation of resources and environment and cultivation of talents.Third,the CPPCC＇s role in the development of county economy is highlighted in the following five aspects： further study of the scientific concept of development,service to priority to development,insisting on two themes of focusing on people and solidarity and democracy and strengthening the construction of political civilization.
