摘要
留置权是人民警察法赋予警察的一项特权。随着国家民主法制建设的不断进步,公安机关不仅需要在执法方面充分体现公平、正义,尊重和保障人权,而且还要提高执法水平和接受各方面的监督。在面对新的执法环境所带来的挑战和压力下,需要针对警察留置权运行中的问题,研究制定相应的对策,为留置盘问制度的立法完善和执行提出合理的法律建议。
Lien is a privilege given to the police. Overall, it works quite well, but some problems do exist. Along with the continuous progress of democracy and legal system, public security law enforcement agencies face many challenges ,such as the idea of fairness ,justice and respect for and protection of human rights. Meanwhile ,they should improve the quahiy of law enforcement and subject themselves to supervision by the masses. This paper addresses the problems arising from conducting lien and interrogation and offers corresponding measures to improve law enforcement.
