摘要
2003年"非典"事件之后,我国高校突发事件应急管理水平有了较大的提高,但长期以来高校管理者缺乏必要的危机意识,对应急预案存在认知缺陷,疏于管理,使得应急预案存在诸多亟待解决的问题。分析高校应急预案普遍存在的缺陷,提出提升高校应急能力的建议,与同行商榷。
College emergency management level has been greatly increased after SARS in 2003.But still,a lot of problems exist due to the lack of necessary sense of crisis,the cognitive defect on emergency response planning and the shortage of effective management.This essay analyzes the defects of emergency response planning which generally exist in colleges,and makes recommendations to enhance college emergency response capability.
