摘要
近年来,"用工荒""缺工潮"问题在东部地区已是屡见不鲜的现象,其产生的常态性反映了我国劳动力短缺问题的严重性。本文从我国劳动力市场的发展情况和特点入手分析,指出我国劳动力短缺问题并不是由于我国人口红利消失、刘易斯拐点到来等因素造成,而是由于我国区域经济动态平衡发展过程中,东西部地区之间产业转移所引起的区域间劳动供给不平衡。在此基础上,本文对东西部地区的劳动力情况进行了理论与实证分析,指出加强产业转移升级与劳动力结构调整的有效互动是解决区域性劳动力短缺问题的一条有效途径。
In recent years, "labor shortage" is becoming a more and more common phenomenon in" the coastal areas, which reflects the seriousness of this problem in China. After analyzing the characteristic of the labor shortage in different levels, this paper finds that the regional shortage of labor is due to neither the disappearance of Chinese demographic dividend nor the arrival of Lewis turning point, but the balanced development between regional econolnic and the competition of" labor demand between inland and coastal areas under industrial transfer in China. Based on the theoretical and empirical analysis, this paper point out that strengthening the effective interaction between transfer upgrading of industry and adjustment of labor structure is an effective way of solving the problem of regional labor shortage.
