摘要
通过效用和价值两个一般性数量指标的引入，综合考虑影响决策的各个因素，构造公路备选养护对策的效用函数，按最大效用原则确定项目养护需求；同时构造项目价值函数，根据项目社会价值的大小来反映养护迫切度，从而进行养护项目排序，以使整个公路网的养护投资发挥最大的社会价值。
Through the introduction of two general indexes and thoroughly taking many effect indexes into account, the paper founds utility function and decides project maintenance need by maximum utility principle, more over, founds value function and reflects maintenance urgent degree by project social value, then maintenance projects are sorted in order that the whole road net's maintenance cost can exert utmost social value.
