摘要
政府和私人合作模式(PPP模式)近年来在我国高速公路建设领域得到日益广泛的运用,定价问题是高速公路PPP项目决策的关键问题。从系统研究的角度,首次将高速公路PPP项目定价理论分为基于系统的定价理论和非系统的定价理论,并对不同定价理论的研究现状进行了综述,分析其优缺点;其次结合高速公路PPP项目自身的特点,对其定价理论的适用性进行了分析,指出双层目标规划模型是一种适合其特点的定价方法。
Public - Private - Partnership, as a special project model, is widely used in the field of highway construction in China nowadays. Pricing is critical to decision of highway PPP project. From perspective of systematic study, this paper firstly divided pricing theory of highway PPP project into two types, based on system and non - systematic pricing theory. This paper summarized research status of different theories, and analyzed their advantages and disadvantages. Considering the characteristics of highway PPP project, this paper secondly analyzed the applicability of pdcing theory, and pointed out bi - level model is a kind of pricing theory conformed to characters of highway PPP project mostly.
