摘要
本文运用定性分析与定量分析相结合的方法,对西北地区煤炭工业发展战略问题进行了研究探讨。阐述了有关西北地区煤炭工业发展的一系列长期的、重大的、全局的战略问题,包括制定战略的客观依据、战略思想和方针、战略目标的确定、战略部署和发展速度的选择、战略重点的选择、实现目标的对策途径和战略措施的研究等等,论文最后提出了若干政策建议。本文试图为煤炭工业宏观管理决策提供依据。
By way of combining the qualitative and quantitative analyses, the article studies the strategy of coal industry development in Northwest China. It sets forth a series of long-term strategic questions of vital importance in the overall development of this industry in this area, including the basis for the strategy; the deciding of the strategic thinking, policy and goal; the choice of strategic deployment, speed for development and important strategic points; ways and means for realizing the goals, etc. It puts forward a number of proposed policies and is trying to provide a basis for decision-making in the macro-management of coal industry.
