摘要
号码资源作为一种不可再生资源在不同行业内早已受到广泛关注,而移动手机号码作为用户身份识别的一个标志,在进行号码更换时被证明存在一定的用户转移成本。本文通过建立一个完整的市场价格竞争模型,并对国际上已执行该项政策的移动通信市场进行实证分析,研究结果证实了号码可携带政策的实施将增进市场竞争,优化产业结构,削弱主导运营商的市场垄断力,增加社会福利。该研究为我国即将颁布并实施该项政策提供了理论依据及实证参考。
Number resource is arousing more and more attention for its non-renewability.Mobile phone number as user＇s ID will be accompanied with consumer switching costs when it has to be changed.Improved Nash-Bertrand Model has been constructed to analyze a few of mobile communication markets where number portability policy had been implemented.It is proved that the implementation of number portability policy will activate competition,optimize market structure and increase social welfare.The analysis result can provide theoretical and empirical instruction for Chinese mobile communication market regulation.
