摘要
目的为了了解搞好社区卫生服务的难点，使社区服务的功能到位。方法运用系统工程的原理，通过对社区卫生服务提供表的调查。结果明确了社区卫生服务的７项功能，社区卫生服务的难点与影响程度，功能到位的前提条件与优先顺序及政策保障，以及社区卫生服务的现状和功能不到位的原因。结论社区卫生服务中因补偿差异导致被动应付，只要解决投入和如何投入等问题，社区卫生服务功能是可以到位的。
Objective To find out the difficulties in better delivering community health services so as to give full play to the functions of community services. Methods The principle of systems engineering was employed by providing investigations on community health services in the form of tables. Result Seven functions of community health services,the difficulties involved and their effect,the preconditions,priorities,and safeguard through policy for giving full play to the functions,and the causes for failing to do so and the status quo have been identified. Conclusion Compensation differences in community health services have led to passive perfunctoriness.Once problems like input are solved,full play can be given to the functions of community health services.
