Analyzing domestic and foreign experience from advanced cities' transport development,the paper indicates that urban traffic jam could be completely solved only when land use policy is combined with transport development and comprehensive measures adopted.'Transit oriented metropolis'development model is probed and its connotative meaning is defined.Combined with practice of Shenzhen,the strategy and major measures for transit oriented metropolis construction are put forward.
